Portugal's 2027 Budget submitted to Parliament: preparing client documents

Portugal's proposed State Budget for 2027 was submitted to Parliament on 8 October 2026. If you are buying a home or preparing a credit application, one distinction matters: the text is still under discussion and is not a law in force.

What happens next

The timetable announced by the Assembleia da República sets the debate and vote on the general principles for 27 and 28 October, and the final overall vote for 24 November 2026. You can follow these dates on Parliament's official page.

Even after the vote, check the final published text and when each measure starts to apply. Submitting the proposal is not enough to change the rules for an ongoing case.

How it could affect a credit application

The impact depends on the measures that are approved. A change in taxes or support payments could affect the money left at the end of the month. If that happens, income, expenses and the documents used to assess the application may need to be reviewed.

According to Banco de Portugal, the bank assesses income, expenses and other loans using current information and should not count on future income increases. A benefit still being proposed in the Budget is therefore not confirmed income for that assessment.

Submitting the Budget does not automatically change a loan instalment, the contract terms or the bank's criteria. Nor does it create one document list for every application. Each case should follow the requirements of the institution reviewing it.

Which documents to prepare now

If you have a case in progress, keep the documents organised and ask the professional or bank what is still missing. You do not need to repeat the entire collection just because a Budget proposal has been submitted.

• Confirm which income evidence and tax documents have been requested.
• Check the year covered, the issue date and the validity required for that case.
• Separate documents already received from those still missing.
• Request an update when there is a specific reason.
